* Oklahoma state law, Oklahoma State Regents for Higher Education policy and institutional policy (catalog p. 180) require that all instructors, including graduate teaching assistants, be proficient in speaking the English language so that they may adequately instruct students. Instruction includes both classroom and laboratory assignments.

Demonstration of an “acceptable level of spoken English” for students at OSU proceeds in several steps:

  1. The international student whose native language is not English must present a score of at least
    • a.    50 (out of 60) on the Test of Spoken English (TSE); or
    • b.    26 on the Speaking section of the internet-based TOEFL (ibT); or
    • c.    50 (out of 60) on the OSU-administered SPoken English Assessment Kit (SPEAK).

  2. The student must complete a two-session orientation workshop.

  3. International students who have successfully completed items (1) and (2) must then pass the OSU-administered International Teaching Assistant (ITA) Test. This test consists of a 5-minute presentation before a group of faculty and students, ideally from the department in which the student wishes to teach, followed by a 5-minute question-and-answer period. Students who
    • pass the ITA test are permitted to be deployed in a classroom or laboratory instructional setting;
    • make a “provisional pass” may be deployed in an instructional setting, subject to concurrent enrollment in GRAD 5990, a one-credit course;
    • do not meet the requirements for a provisional pass may not be employed in an instructional setting. Further, they may retake the ITA examination only after enrolling in the GRAD 5990 course.
